61% of JSS Learners Now in Senior School, Gov’t Says

The government reports that 61 per cent of eligible Junior Secondary School (JSS) students have enrolled in Senior Secondary School, as nationwide placement continues.

In a statement on Sunday, the Ministry of Interior and National Administration (MINA) said reporting timelines were extended after consultations with stakeholders to address challenges faced by some families, ensuring all learners have the opportunity to complete their placements.

The ministry noted that 97 per cent of students who completed Grade 6 in 2025 successfully progressed to JSS, reflecting near-universal compliance with the Competency-Based Curriculum (CBC) framework and significant strides toward the government’s 100 per cent School Transition Policy.

A report by National Government Administrative Officers (NGAOs) in collaboration with County Directors of Education shows strong momentum in learner access, retention, and progression. MINA emphasized that education is a human and constitutional right, and efforts must continue to prevent dropouts due to financial, social, or placement-related barriers.

Community-led efforts are ongoing across counties, including door-to-door tracing, household mapping, local sensitization forums, and engagement through religious and community platforms. Vulnerable learners are supported through bursaries and scholarships coordinated by county governments, the NG-CDF, and NGAOs.

Challenges delaying some transitions include financial constraints, early pregnancies, absenteeism, and delayed placements as families seek alternative schools. The government is responding by strengthening bursary distribution, counseling, re-entry support, and fast-tracking placements.

MINA stated that these achievements reflect a growing national culture valuing education as a path to productivity, opportunity, and national transformation. With sustained community collaboration and institutional coordination, Kenya is on track to ensure all learners successfully transition and progress through their educational journey.
