President William Ruto has highlighted the cement industry as a cornerstone of his administration’s economic freedom agenda, noting that a reliable and competitive cement value chain is essential for national development.
Speaking in Nairobi during the signing of a contract for Bamburi Cement’s new clinker line in Matuga, Kwale County, Ruto emphasized that cement underpins critical sectors including roads, power plants, dams, irrigation, factories, housing, transport, and industrialisation.

The project, in partnership with global cement engineering firm SINOMA–CBMI Construction Co. Ltd, is expected to expand domestic clinker production, reduce dependence on imports, and strengthen the competitiveness and resilience of Kenya’s cement sector.
“Projects such as the Bamburi clinker line are not isolated investments; they are foundational catalysts of our national transformation,” Ruto said.
He linked the initiative to the government’s broader industrialisation agenda and the Affordable Housing Programme, which has created strong demand for construction materials and supported local industries and job creation.

Acknowledging that cement production is energy-intensive and generates significant greenhouse gas emissions, the President said the government is committed to promoting cleaner, more efficient production through modern technologies, improved energy efficiency, and strict environmental, health, and safety standards.

Ruto reiterated that strengthening the cement sector is vital for sustaining infrastructure growth, industrial development, and inclusive economic transformation in Kenya.
