Speaking at the launch of Phase 2C of the Kisumu–Malaba SGR in Kisumu, Oburu urged the two leaders to treat the lake as a shared resource, similar to how it was traditionally used by communities without conflict.
Oburu appealed to President Museveni to embrace the idea of making the lake a common user facility, jointly managed with Kenya to eliminate tensions on both sides. He stressed that communities along the Kenya–Uganda border have long coexisted and relied on the lake for fishing, transport, and trade, noting that collaboration would help restore harmony and protect livelihoods.

He added that the lake should unite the region economically rather than be a source of disputes, saying joint security efforts would reduce frequent clashes affecting fishermen operating in the shared waters.

His remarks came in the presence of the two presidents during the SGR Phase 2C launch at Kibos, Kisumu County, an event that underscored strengthening regional ties in infrastructure and economic growth.
Earlier concerns had also been raised by Moses Wetangula regarding fair sharing of the lake’s resources and the alleged mistreatment of Kenyan fishermen, particularly around Migingo Island. These issues were discussed during a meeting with Muhoozi Kainerugaba, where the need for equitable resource use and improved relations was highlighted.
