Harrison Maluki Mawia has officially been sworn in as the substantive Clerk of the Kitui County Assembly and Secretary to the County Assembly Service Board (CASB), marking the beginning of his tenure as the institution’s chief administrative officer.
The swearing-in ceremony was held on Thursday, August 6, 2026, following the County Assembly’s approval of his appointment during the House sitting on Wednesday, August 5. His appointment was subsequently formalized through Kenya Gazette Notice No. 11980 dated August 6, 2026.
Speaking after taking the Oath of Office, Maluki thanked the Assembly for the confidence placed in him and pledged to serve with integrity, professionalism and dedication.
He outlined his vision for the Assembly, promising to accelerate the digitization of legislative and administrative processes, strengthen records management, promote paperless committee operations, improve public access to legislative information through technology and modernize the institution’s systems to enhance efficiency and service delivery.
Kitui County Assembly Speaker Kevin Kinengo Katisya congratulated the new Clerk and urged him to execute his constitutional and statutory duties with diligence, impartiality and professionalism.
The Speaker expressed confidence in Maluki’s leadership, saying the Assembly would fully support him as he works to enhance efficiency, innovation and excellence in legislative service.
Outgoing Acting Clerk Chris Mwangangi also congratulated Maluki on his appointment and pledged his full support during the transition period. He said he would work closely with the new Clerk to ensure a smooth handover and the continued success of the Assembly.
As Clerk, Maluki will serve as the Secretary to the County Assembly Service Board, Chief Administrative Officer and Accounting Officer of the Assembly. His responsibilities include overseeing the institution’s day-to-day operations, managing administrative and legislative support services, and providing impartial procedural and legislative advice to the Speaker and Members of the County Assembly.
The ceremony, held in the County Assembly Chamber, was attended by Speaker Kevin Kinengo Katisya, Kitui Deputy Governor Augustine Wambua Kanani, Members of the County Assembly, County Assembly Service Board members, County Executive Committee Members, Chief Officers, Assembly staff, Maluki’s family, residents from Migwani Ward and members of the media.
The Oath of Office was administered by Speaker Kevin Kinengo Katisya.
