The Ministry of Education has officially gazetted a new fee structure for public senior schools, setting maximum limits for day, boarding, and special needs institutions across the country.
In a Gazette Notice published on February 6, Education Cabinet Secretary Julius Migos Ogamba outlined the approved fees framework for all public senior schools under both the Competency-Based Education (CBE) and the 8-4-4 systems.

The notice states that, in line with sections 28(1) and 29(1) and (2) of the Basic Education Act, the Cabinet Secretary has issued the official fees structure for all public senior schools in Kenya.
Under the new guidelines, households will continue to make no contribution for day schools, with the government providing Sh22,244 per student in capitation.
For boarding schools, government capitation remains unchanged, while households are required to cover non-tuition costs capped at Sh53,554 per year, or Sh40,535 for schools in the second cluster.
The fees include teaching materials, boarding equipment, maintenance, activity fees, medical insurance, and other administrative expenses.

In special needs schools, households are expected to contribute Sh12,790 per learner, while the government provides Sh57,974, bringing the total annual cost per student to Sh70,764.
The new structure, effective January 5, 2026, requires schools to spread payments across the three terms in a 50:30:20 ratio.
CS Ogamba emphasized that no public school is allowed to charge tuition or additional fees beyond the gazetted ceilings, and any future adjustments must be officially approved and gazetted.
