Kingi Shoots Down Bid to Oust Four Senators

Senate Speaker Amason Jeffah Kingi has rejected a request by the Council of Governors (CoG) seeking the removal of four senators accused of misconduct during sessions of the Senate County Public Accounts Committee (CPAC).

In a statement issued on February 9, 2026, the CoG called for the reconstitution of CPAC and announced that governors would suspend appearances before the committee until structured talks are held with Senate leadership.

The council also resolved that appearances before the County Public Investments and Special Funds Committee would be limited to once per audit cycle.

The CoG later named CPAC Chair Moses Kajwang, Vice-Chair Johnes Mwaruma, and Senators Edwin Sifuna and Samson Cherargei, alleging repeated misconduct during oversight proceedings. The governors accused the four lawmakers of extortion, intimidation, political witch-hunts, and harassment of county chiefs summoned before the committee.

Addressing the Senate on Thursday, Speaker Kingi dismissed the claims and maintained that the authority to form committees, appoint members, or remove them lies solely with the Senate under Article 124 of the Constitution. He stated that the governors’ demands have no constitutional grounding.

Kingi also termed as untenable the governors’ decision to boycott CPAC sittings until their grievances are addressed, and rejected the proposal to restrict appearances before the County Public Investments and Special Funds Committee. He emphasized that the Senate alone determines how and when it exercises its oversight mandate.

Quoting Article 125 of the Constitution, the Speaker noted that Parliament and its committees have the power to summon individuals, enforce attendance, require the production of documents, and examine witnesses under oath. He stressed that no external body can suspend or alter the Legislature’s constitutional role.

While standing firm, Kingi welcomed dialogue and invited CoG leaders to a meeting with the Senate on February 26, 2026, at County Hall in Nairobi.

He cautioned that any governor summoned by a Senate committee must comply, warning that failure to do so would attract legal and constitutional repercussions.
