High Court Blocks KWS From Raising Park Entry Charges

The Kenya Wildlife Service (KWS) has been dealt a blow after the Milimani High Court temporarily blocked the rollout of revised park entry charges until November 25, 2025, when the matter will be mentioned.

In his ruling, Justice J. Chigiti granted three prayers in an application filed on September 30 by the Kenya Tourism Federation against KWS and the State Law Office.

“The Respondents shall file and serve their response within seven days of service of the substantive motion. The Applicant shall also file and serve their submissions within seven days after being served by the Respondents,” directed Justice Chigiti.

KWS had started enforcing the new conservation fees on September 30 under the Wildlife Conservation and Management (Access, Entry and Conservation) (Fees) Regulations 2025, which Parliament approved on September 25.

The agency defended the changes, saying they followed a year of consultations and were necessary since the last comprehensive review took place 18 years ago despite escalating management costs.

The proposed structure would have seen Nairobi National Park fees for residents jump from Sh430 to Sh1,000, while foreign visitors would pay $80 (Sh10,360), up from $43 (Sh5,570).

Premium destinations such as Amboseli and Lake Nakuru were set at Sh1,500 for residents and Sh11,660 for foreigners. Mid-tier parks like Meru and Aberdare were priced at Sh800 for locals and $70 (Sh9,070) for foreigners, while Hell’s Gate would cost Sh500.

Exemptions were outlined for licensed guides, porters, community guides, boat crew, children under five, senior citizens above 70, and persons with disabilities.
