Prior to his promotion, Kondiwa served as NTSA’s Deputy Director for ICT, where he spearheaded the authority’s digital transformation initiatives and enhanced service delivery systems.

The NTSA is Kenya’s primary government agency responsible for regulating the road transport sector and promoting road safety nationwide. Established under the National Transport and Safety Authority Act, No. 33 of 2012, the authority coordinates road transport management and addresses road safety challenges through a structured institutional framework.

Operating under the Ministry of Transport, NTSA plans, manages, and regulates the road transport system to ensure safe, reliable, and efficient services. Its core functions include motor vehicle registration and licensing, driver testing and licensing, regulation of public service vehicles (PSVs), and the promotion of road safety programs.

The authority also maintains vehicle ownership records, inspects vehicles for roadworthiness, oversees driver training and licensing, and supervises driving schools and instructors. In public transport, NTSA regulates PSVs, issues Road Service Licences, and monitors transport SACCOs and fleet operators to ensure compliance with national standards.
Beyond regulation, NTSA leads national road safety initiatives, runs public awareness campaigns, and collects and analyzes road crash data to guide policy and safety interventions.
