Appearing before the National Assembly’s Committee on Appointments, chaired by Speaker Moses Wetang’ula on Monday, Ruku expressed his commitment to reforming the Public Service, particularly in matters related to employment.

He emphasized the need to ensure inclusivity in public appointments, in line with the Constitution of Kenya, 2010, noting that all regions should be fairly represented.

The Mbeere North MP also promised to foster a conducive environment for job creation and business growth.

“I will serve Kenya without bias. Regarding employment, we must reflect the face of Kenya as stipulated in Article 232 of our Constitution. My goal is to create favorable conditions for employment and entrepreneurship,” said Ruku.

Addressing unemployment, Ruku revealed plans to introduce a digital system to manage and monitor public service operations. Part of this system will involve implementing time sheets for all public officers.

He added that the digital platform would interconnect all government agencies, allowing smoother communication and oversight of civil servant attendance and performance.

“I intend to introduce a unified digital system linking government institutions to monitor how public officers report to work. The time sheet will be a crucial part of this strategy,” he explained.

President William Ruto nominated Ruku to the Cabinet position on March 26, 2025, following the dismissal of Justin Muturi due to a fallout with the President.

Aged 45, Ruku secured the Mbeere North parliamentary seat under the Democratic Party (DP) in the 2022 general elections, garnering 17,069 votes against three opponents.

Previously, he ran unsuccessfully for the same seat in 2013 and later for the Embu Senate seat in 2017 on a Jubilee ticket, where he lost to Njeru Ndigwa. He is considered a close ally of President Ruto.
