Ruto: Muguka Bans in Mombasa, Kilifi Invalid

President William Ruto has declared the prohibition of muguka in Mombasa and Kilifi counties ineffective, asserting that muguka is officially recognized under the Crops Act 2013 and the Miraa Regulations 2023.

These regulations, ratified by both the National Assembly and the Council of Governors, mandate government support for muguka’s cultivation, licensing, marketing, and export.

Ruto made these comments following discussions with leaders from Embu County, emphasizing the importance of adhering to national legislation over conflicting local bans.

Mombasa’s executive order, issued by Nassir on May 22, barred the entry of muguka-carrying vehicles into the county, with strict enforcement instructions.

Nassir had earlier prohibited miraa and muguka sales near schools, expressing concerns about the substances’ accessibility to schoolchildren.

Similarly, Kilifi Governor Mung’aro outlawed these products in his county, citing their negative impact on youth.
