Members of Parliament paused for a moment of silence to honor Kenyans who died during protests against government tax policies in 2023 and 2024.

The tribute came on Thursday, June 12, as National Treasury Cabinet Secretary John Mbadi delivered the 2025/26 budget statement at Parliament Buildings in Nairobi.
The observance coincided with the unveiling of a budget designed to confront economic challenges while recognizing the public backlash over tax legislation in recent years.
Mbadi acknowledged the impact of widespread demonstrations sparked by the Finance Act, 2023, and subsequent tax measures, noting the devastating loss of life and damage to property that accompanied the protests.
“In 2023, the opposition supported protests led by the former ODM chairman against the Finance Act,” Mbadi recalled. “Similar public unrest erupted last year over proposed tax changes, causing casualties and economic disruption.”
Following his remarks, Speaker Moses Wetang’ula called on MPs to stand and observe a moment of silence, particularly in memory of the young Kenyans—largely from Gen Z—who were active in the demonstrations.
“Please rise for a moment of silence,” Wetang’ula instructed, and the entire House stood in solemn reflection.
After the tribute, Mbadi reaffirmed the government’s commitment to ensuring that no Kenyan loses their life or property due to fiscal policies.
“No life should be lost, and no property destroyed because of tax measures,” he emphasized, adding that he had taken public concerns seriously since assuming office.
He noted that the 2025 Finance Bill does not introduce any new taxes or raise existing ones. Instead, it prioritizes reforms aimed at improving tax administration, enhancing clarity, and reducing complexity in tax laws.
“We are committed to making our tax system more equitable, efficient, and transparent,” Mbadi stated, underlining the government’s goal of building trust and accountability in revenue collection.
