Kirinyaga, Wajir, Nyeri, Kiambu and Mombasa have emerged as the top-performing counties in the latest Politrack Africa 2022–2026 Governors’ Performance Index.

The survey ranked Kirinyaga Governor Anne Waiguru first, followed by Wajir Governor Ahmed Abdullahi, Nyeri Governor Mutahi Kahiga, Kiambu Governor Kimani Wamatangi and Mombasa Governor Abdulswamad Nassir.

The index assessed public perceptions of county governments based on their performance in key devolved functions, including healthcare, roads, water services, agriculture, trade, revenue collection, public participation, service delivery and management of county finances.

Politrack said the index measures how citizens perceive the performance of governors based on service delivery and the implementation of devolved functions provided for under the Constitution.

According to the findings, the five highest-ranked counties recorded stronger approval ratings across several sectors, suggesting comparatively positive public perceptions of their implementation of county programmes.

The survey also highlighted differences between urban and rural residents. Urban respondents generally expressed greater satisfaction with their county governments than those living in rural areas, particularly regarding water services, infrastructure and overall service delivery.

Women also tended to rate county governments more positively than men, especially in healthcare, water provision and overall county performance.

Politrack said the findings highlight the need for county governments to address inequalities in access to services, particularly in rural communities where satisfaction levels remain relatively lower.

The report comes as governors approach the final stretch of their first terms after being elected in the 2022 General Election, with service delivery expected to become an important issue ahead of the 2027 polls.

Although the top-ranked counties received favourable ratings for infrastructure and delivery of devolved services, the report noted that significant differences remain between counties.

It called for continued investment in healthcare, roads, water, agriculture and governance to strengthen service delivery and public confidence in devolution.
