Head of Public Service (HoPS) Felix Koskei has issued a firm directive to parastatal CEOs, demanding full compliance with the presidential order mandating all public procurement to be conducted exclusively through the Electronic Government Procurement (e-GP) system from July 1.

“This is not up for debate. We expect 100 percent compliance—no exceptions, no delays,” Koskei stressed.
He warned against any resistance, delays, or efforts to bypass the system, saying the e-GP rollout must be implemented across all public entities without fail.
According to Koskei, the digital procurement platform is part of the government’s broader strategy to boost transparency, rebuild public trust, and modernise service delivery in the public sector.
“The days of wastage and theft must end—and that change starts with us,” he declared.
Koskei urged public sector leaders to uphold integrity, operate within the law, and serve as champions of accountability.
He cautioned CEOs against yielding to external influence from powerful individuals issuing illegal instructions behind closed doors.
“If anyone calls you to interfere with your work outside the law, you are not obliged to listen,” Koskei affirmed. “Our position is clear—follow the law, respect due process, and let accountability guide your decisions.”
