Nasser Hospital in southern Gaza said 24 people had been killed near an aid distribution area.
Palestinians present in the area said Israeli soldiers opened fire on people as they tried to get food on Saturday.
The Israel Defense Forces (IDF) said “no known casualties” from IDF fire near the area.
In addition, an Israeli military official said warning shots were fired to disperse people the IDF believed were a threat.
The claims by both sides have not been confirmed. Israel does not allow international news agencies, including the BBC, to enter Gaza.
Pictures seen by the BBC later on Saturday showed what appeared to be a number of body bags in the courtyard of Nasser Hospital surrounded by nurses and people wearing blood-stained clothes.
In another video, a man said people were waiting for help when they were shot at for five minutes.
The videos have not been verified by the BBC. Reuters said it spoke to witnesses who described people being shot in the head.
The news agency also reported seeing bodies wrapped in white sheets at Nasser Hospital.
There have been almost daily reports of people being killed by Israel while searching for food in Gaza.
