President William Ruto has appointed John Mbadi as the Chairperson of the Governing Council of the National Infrastructure Fund, alongside selecting key statutory and independent members to lead the newly formed body.
In a gazette notice dated March 30, 2026, Mbadi was named together with statutory members Central Bank of Kenya Governor Kamau Thugge and Attorney General Dorcas Oduor.

The President also appointed independent members Prof. Benedict Oramah, Faith Boinnet, Paul Russo, and Richard Etemesi, who will serve three-year terms on the council.
The appointments were made under the National Infrastructure Fund Act, 2026, which provides the legal framework for financing major infrastructure projects in the country.
Among the appointees, Oramah—former President and Board Chair of the African Export-Import Bank—brings extensive experience in trade finance and development across Africa.
Faith Boinnet, a lawyer and current Chairperson of Kenya Pipeline Company, adds strong expertise in public sector governance.
Paul Russo, CEO of KCB Group and Chair of the Kenya Bankers Association Governing Council, contributes vast experience in banking and financial services, while Richard Etemesi, Chairperson of Liberty Holdings Limited, brings over 30 years of leadership experience across multiple regions.

The notice, published as Kenya Gazette Notice No. 4797 of 2026, formalises the council’s formation.
The council’s immediate task will be to oversee the appointment of the Fund’s Board of Directors, which will then recruit a Chief Executive Officer to operationalise the fund.
The National Infrastructure Fund is expected to play a key role in mobilising resources for development projects while ensuring transparency and accountability in the management of public funds.
