Machakos Deputy Governor Francis Mwangangi has strongly criticized Parliament for allocating just Sh415 billion to county governments, calling the figure a gross underfunding that undermines devolution.

According to Mwangangi, counties should have received no less than Sh2 trillion from the national Sh4.2 trillion budget, especially since many functions requiring substantial funding have been devolved.
He labelled the allocation a betrayal of devolution, accusing both the National Assembly and the Senate of allowing political interests to override the needs of county governments.
“This meagre allocation will paralyze county operations and shortchange citizens,” Mwangangi said, emphasizing that Parliament should have acted in good faith to protect and promote devolution.
On the topic of ongoing women empowerment programs, Mwangangi dismissed them as a misuse of public funds, suggesting they are politically motivated rather than genuinely developmental.
“These funds should serve real community needs, not be used as political bait,” he said, urging President William Ruto to take action and stop what he described as mismanagement of taxpayer resources.
Mwangangi also took a jab at Deputy President Kithure Kindiki, warning him to abandon efforts to woo Wiper leader Kalonzo Musyoka.
“With due respect, I urge Professor Kindiki to stop chasing Kalonzo—it’s a fruitless effort,” he said. “If he’s that keen, he should just join Kalonzo’s side.”
He concluded by saying that Kalonzo and his allies have no intention of associating with what he referred to as a “sinking ship.”
