In a circular dated August 11, 2025, addressed to all regional, county, and sub-county directors, TSC announced that the positions will be filled under newly revised promotion guidelines aimed at ensuring fairness, transparency, and merit-based selection.

The guidelines are anchored on constitutional principles of equity and accountability, as well as the Career Progression Guidelines for Teachers (2018) and the Code of Regulations for Teachers (2015).

The available positions range from Chief Principals and Senior Principals in secondary schools and teacher training colleges to Deputy Principals, Headteachers, Senior Headteachers, and Curriculum Support Officers. Vacancies will be identified based on budget allocations, attrition, and staffing gaps, and will be advertised through the TSC website, national newspapers, and other appropriate channels.

Applications must be submitted exclusively via the TSC online portal, with no manual submissions accepted. Shortlisting will follow a strict three-candidates-per-vacancy ratio, and interviews will be held at sub-county, county, or regional levels depending on the grade.

Candidates will receive at least seven days’ notice before interviews.

The selection process will be guided by a detailed scoring system that considers academic and professional qualifications, time in the current grade, Teacher Performance Appraisal and Development (TPAD) scores, acting appointments, and participation in national education programmes such as CBC training, KNEC activities, and KICD assignments. Seniority, age, and additional professional contributions will also be factored in.

TSC has cautioned applicants against fraudsters and emphasised that the promotion process is free of charge. Canvassing will lead to automatic disqualification, and any fraudulent activities should be reported to TSC offices or the police.

Successful candidates will be posted to institutions with available vacancies, and promotion offers must be accepted within 30 days.

For the current financial year, TSC has a budget of Sh387.2 billion, including Sh7.2 billion for hiring intern teachers and Sh980 million for CBC capacity building. However, over 178,000 teachers have remained in the same job group for years due to a Sh35 billion funding shortfall, which the commission says has hindered the full implementation of its career progression guidelines.
