ODM Secretary General Edwin Sifuna has weighed in on the exit of Independent Electoral and Boundaries Commission (IEBC) CEO Marjan Hussein Marjan, saying it is premature to draw conclusions before more information is made public.

Speaking on February 3, Sifuna noted that the circumstances surrounding Marjan’s early departure were still unclear, urging caution.
“It would be prudent to wait for full details of the circumstances surrounding his early exit before making any meaningful comment,” Sifuna said, adding that the commission often fails to fully explain the reasons behind some of its decisions.
Earlier the same day, IEBC Chairperson Erastus Ethekon confirmed that Marjan had stepped down from his role as CEO. In a statement, the Commission said the decision was reached through a mutual agreement to end his contract, paving the way for a leadership transition.
The IEBC said Marjan’s exit concludes his tenure and triggers the process of recruiting a new CEO and Commission Secretary. An interim office holder will be appointed in due course to ensure continuity within the Secretariat.
“The Commission is committed to a smooth transition to sustain progress in fulfilling its constitutional mandate, including the conduct of elections and the delimitation of electoral boundaries,” the statement read.
Marjan joined the IEBC in March 2022 and served during a period when the Commission operated without a fully constituted team of commissioners. According to the IEBC, he managed the Secretariat throughout this period until the Commission was fully reconstituted on July 11, 2025.
In recognizing his contribution, the Commission described Marjan as a dedicated public servant who offered professional leadership during a critical phase in the institution’s operations. IEBC Chairperson Erastus Ethekon specifically thanked him for steering the Secretariat in the absence of commissioners.
Marjan, for his part, said his departure followed a mutual agreement on a “structured transition” in the office of the Commission Secretary and CEO.

He expressed appreciation for his time at the IEBC, where he previously served as Deputy Commission Secretary and CEO from April 2015 before taking over the top position. He praised staff for their dedication, particularly during the 2022 General Election, noting that they ensured continuity, stability, and institutional preparedness during a transitional period.
Marjan also thanked commissioners, senior management, and staff for their support, saying it had been the most fulfilling chapter of his professional career. He expressed confidence that the Secretariat would continue to discharge its mandate with integrity, professionalism, and excellence.
