President William Ruto has nominated Geoffrey Ruku, the Member of Parliament for Mbeere North, to be the Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes.
If Parliament approves, Ruku will succeed Justin Muturi, who has been removed from the position.
The announcement of the changes was made in a statement by Chief of Staff Felix Koskei on Wednesday.
“His Excellency the President has made additional changes to the senior ranks of the Executive within Cabinet. This action will allow the Cabinet to reach its full constitutional strength and enhance the Administration’s ability to drive Kenya’s socio-economic transformation,” Koskei stated.
As part of the reshuffle, Ruto has also nominated Hannah Wendot Cheptumo as the Cabinet Secretary nominee for Gender, Culture, Arts, and Heritage.
Koskei emphasized that the new appointees are expected to bring a wealth of knowledge, experience, and wisdom gained through their distinguished careers and diverse life experiences to the Cabinet.
“His Excellency the President has congratulated the nominees and wished them the best as they go through the necessary parliamentary approval process, in line with the legal requirements of our Constitution,” Koskei added.
In other changes, Environment Cabinet Secretary Aden Duale has been swapped with Health Cabinet Secretary Deborah Barasa.

Ruku, a close ally of President Ruto, first ran for Parliament in 2013 but was defeated by Muriuki Njagagua. He tried again in 2017, contesting the Embu Senate seat under the Jubilee Party but lost to Njeru Ndigwa.
Ruku is also the founding director of Climate Pal Ltd, a company focused on carbon emissions reduction projects in Kenya.
He earned a Bachelor of Commerce degree from the Catholic University of Eastern Africa in 2002, followed by a post-graduate Diploma in Diplomacy and International Relations from the University of Nairobi in 2005. He later completed a Master’s in Business Administration (MBA) with a focus on Finance at UoN in 2009.
During his time at university, Ruku served as the chairman of the Mbeere University Students’ Association. In previous interviews, he shared that he was a captain in both primary school and at Siakago Boys High School.
