Ruto and CSs Announce Key Appointments Across Gov’t Agencies

President William Ruto, alongside several Cabinet Secretaries, has made a series of new appointments and reappointments to senior positions across government agencies, universities, and regulatory bodies, as published in the Kenya Gazette on November 28, 2025.

Ruto re-appointed Winfrida Ngumi as Non-Executive Chairperson of the Kenya National Highways Authority (KeNHA) board, with her term running until November 2026.

The Ministry of Education announced widespread changes, with CS Julius Migos Ogamba appointing or reappointing council members across over a dozen public universities, including Tharaka University, Kaimosi Friends University, Tom Mboya University, Koitaleel Samoei University College, Kabarnet University College, Nyandarua University College, Garissa University, Machakos University, Kibabii University, Technical University of Kenya, Maseno University, University of Nairobi, Open University of Kenya, Karatina University, and Mama Ngina University College. Appointees will serve three-year terms, effective November 28, 2025.

Several notable appointments included Ruth Charity Wanyonyi at Tharaka University, David Sigano at Kaimosi, and Julie Kiseka at Koitaleel Samoei University College. Lizzie Chongoti’s appointment was revoked.

In the transport sector, Roads and Transport CS Davis Chirchir appointed Joyce Nyambura Mundara and Kenneth Wando Odhiambo to the Kenya Urban Roads Authority (KURA) board, Geoffrey Kiprotich Koros to KeRRA, re-appointed Gloria Sarah Awinja to KeNHA, and renewed terms for Francis Theuri and Phylis Wakiaga at the Kenya Roads Board.

Information, Communications and Digital Economy CS William Kabogo named four new members to the Media Council of Kenya: Kosgei Kemboi Alvin, Abduba Mollu Ido, Enock Nyanchoga Monari, and Risper Awuor Olick.

In housing, Lands and Housing CS Alice Wahome appointed six members to the Board of Trustees for the Kenya Slum Upgrading, Low-Cost Housing and Infrastructure Trust Fund, including Kizito Wangalwa and Susan Kabue.

Finally, in the Ministry of Investments, Trade and Industry, CS Lee Kinyanjui revoked Josephat Gichunge Mwirabua Kabeabea’s appointment as chairperson and member of the Anti-Counterfeit Authority board.

All new appointments take effect immediately.
