President Ruto to Address Nairobi County Assembly

President William Ruto is set to address the Nairobi City County Assembly on Thursday, April 9, marking the first time a sitting Kenyan president will speak to a county assembly.

The invitation was extended by Nairobi MCAs, and Ruto’s Chief of Staff, Felix Koskei, confirmed the schedule in a letter to Speaker Ken Ngondi. The event is slated for 2:30 pm at the Assembly Chambers, City Hall, Nairobi. MCAs have been asked to provide a brief and any relevant information to aid the President’s address.

Since the launch of devolution 16 years ago, no Kenyan head of state has addressed any of the country’s 47 county assemblies, making this a landmark occasion. Nairobi MCAs are preparing to follow new protocols to ensure the address complies with constitutional and statutory requirements.

County Assembly Clerk Edward Gichana described the event as a positive step, emphasizing that it highlights the progress of devolution and is an honor for the county to host the President.

Ruto will deliver his speech under Standing Order 28, which allows dignitaries to address the assembly. Given that this is the first such address, MCAs may review the Standing Orders to guide debate and formal adoption of the speech.

A committee led by Speaker Ngondi has been coordinating logistics and protocol for the historic event.
