Parliament Summons CS Mbadi Over NG-CDF Delays as MPs Voice Frustration

Parliament has summoned Treasury Cabinet Secretary John Mbadi to appear before the National Assembly on Wednesday, following a heated session where MPs strongly criticized ongoing delays in releasing the National Government Constituencies Development Fund (NG-CDF).

With the school term set to resume in under two weeks, lawmakers expressed concern that many underprivileged students might miss school due to a lack of bursaries, while critical community initiatives remain on hold.

Marakwet East MP Kangogo Bowen reignited the debate when he questioned why CS Mbadi had failed to honor an earlier pledge to brief the House.

“Mr. Speaker, we’re down to less than 10 days before schools reopen, yet students lack bursaries. The CS promised weekly disbursements, but only a fraction of the funds has been released. The first order of business today should be NG-CDF and NGAAF,” Bowen insisted.

MPs from across the political spectrum expressed deep dissatisfaction, stating that the Treasury’s inaction is hurting ordinary Kenyans who rely on these funds for education and grassroots development.

Eldas MP Adan Keynan even called for a halt to all parliamentary proceedings until the funding issue is resolved.

“We should stop everything until the NG-CDF, KURA, and KeRRA matters are addressed. No more business as usual,” he declared.

Majority Leader Kimani Ichung’wah warned against politicizing the fund, noting that delays were having a real impact on communities.

“NG-CDF isn’t for MPs—it’s for Kenyans. Kids won’t attend school, security infrastructure will stall. The Treasury must act. The CS should come ready—with solutions and funds,” he said.

Laikipia North MP Sarah Korere reinforced the urgency, demanding that the CS provide tangible proof that the funds had been released.

“CDF shows true devolution. If the CS doesn’t show us the money has been disbursed, he shouldn’t be allowed to leave this House,” she cautioned.

Kitui Central MP Makali Mulu expressed deep disappointment, calling this the most dismal NG-CDF cycle in recent years—particularly ironic given Mbadi’s experience as a former MP.

“We thought one of our own in Treasury would make things better. This is the worst I’ve seen,” Mulu said.

Although National Assembly Speaker Moses Wetangula dismissed the push to suspend House business, he gave Mbadi only one day to respond.

“You’ve exercised your power before. Give the CS until tomorrow—just one day—to address the issue. If he fails, Parliament will take action,” Wetangula stated.
