In a significant move to combat the detrimental impacts of unregulated sand harvesting, Kitui County’s Governor Dr. Julius Malombe has given assent to the River Basins Sand Utilization and Conservation Bill 2023.
According to the county lawmakers, this legislation signifies the government’s commitment to address issues such as receding water tables, river drying, unstable banks, and floods that have plagued the county’s river basins and surrounding environment.

The newly enacted law aims to prevent resource conflicts, curb environmental degradation, and minimize socio-economic disruptions while fostering equitable benefit sharing.
Governor Malombe’s focuses on meeting constitutional obligations underscores the collective responsibility in environmental preservation, in line with his manifesto’s objectives, he said.

According to Malombe, this achievement reflects a collaborative effort between the people of Kitui, the County Assembly, and the executive, demonstrating a unified approach in prioritizing community interests.
Malombe adds that the passing of this bill marks a significant step forward in the sustainable management of natural resources in the region.
