Health Ministry Warns Employers Over Unpaid SHA Deductions

The Ministry of Health has issued a warning to employers over outstanding health insurance contributions, revealing that more than 44,000 companies owe the Social Health Insurance Fund (SHIF) billions of shillings.

The caution was issued by Health Principal Secretary Dr. Ouma Oluga during the unveiling of a new digital health platform designed to enhance accountability, monitor payments, and prevent misuse of health funds.

“We are auditing these facilities to verify services provided. If a facility received Ksh.40 million, we expect them to deliver services accordingly. Some hospitals enroll people under SHA, treat them, but fail to provide medication — yet we, the members, fund this system. That’s why we are tightening the system,” Dr. Oluga explained.

Social Health Authority (SHA) CEO Dr. Mercy Mwangangi stressed the importance of contributions, saying, “For all Kenyans to benefit from SHA, we must all work together and contribute to the fund.”

Migori County was highlighted for poor compliance, with only about half of its health facilities meeting SHA standards.

Migori Governor Ochilo Ayacko urged full support for SHA, SHIF, and healthcare digitalisation, stating, “Health is key to enjoying other rights, and both national and county governments must ensure health security for all. We must all support these crucial policies.”

The government is calling for nationwide adoption of the new system, which is expected to streamline payments, improve services, and ease financial burdens on citizens.
