CS Ogamba: Public Schools to Receive Ksh.21B Capitation Funds Starting Monday

Education Cabinet Secretary Julius Ogamba has announced that the government will begin disbursing Ksh.21 billion in delayed capitation funds to public schools starting Monday.

Speaking at the Inaugural Education Conference 2026 at Lake Naivasha Resort, Ogamba attributed the delay to increased competition for limited government resources.

“Despite the setback, we’ve maintained close communication with the Treasury and are now committed to releasing the funds without further delay,” said Ogamba. “These funds are essential for keeping public schools running smoothly.”

The announcement follows mounting concern among education stakeholders, as many schools reopened for the second term without receiving the necessary funding. The Kenya Secondary Schools Heads Association (KESSHA) had warned of potential disruptions if the delays continued.

Ogamba also cautioned school administrators against levying unauthorized charges on parents to cover budget shortfalls, warning that any principal caught collecting illegal fees would face disciplinary measures.

On the upcoming transition of learners from Grade 9 to Grade 10, Ogamba said discussions with stakeholders are ongoing to ensure a smooth rollout. He also called for greater accountability in the use of education funds and directed County Directors of Education to enforce financial discipline at the local level.

Highlighting a concerning trend, the CS urged education officers and school heads to address the rise in student unrest typically seen during second term.

Professor Julius Bitok, the Principal Secretary in the Education Ministry, echoed the need for reform, noting that existing inefficiencies in the capitation system would be addressed through the National Education Management Information System (NEMIS), which is expected to improve transparency and streamline future disbursements.
