China Prioritizes Emerging Industries for 2026 Growth

China’s top industry regulator has announced plans to intensify support for emerging and future industries in 2026, while ensuring steady growth of the broader industrial economy.

This year is seen as critical for a strong start to the nation’s 15th Five-Year Plan (2026–2030), the Ministry of Industry and Information Technology (MIIT) said at its annual national work conference in Beijing.

The ministry outlined ten priority tasks, emphasizing the cultivation of new growth engines and upgrading the industrial ecosystem. Key sectors targeted for strategic development include integrated circuits, new displays, advanced materials, aerospace, low-altitude economy, and biomedicine, all designated as emerging pillar industries.

Focus will also be placed on AI breakthroughs and the orderly commercialization of services like satellite-based Internet of Things.

To drive industrial innovation, China will launch national demonstration bases for emerging industries and create innovative industrial clusters. Programs to develop top talent will address sector-specific challenges, while policies for embodied AI, the metaverse, and 6G technology will be strengthened.

Despite global economic uncertainties, China’s industrial sector has remained resilient, achieving both qualitative and quantitative growth. MIIT officials noted that in 2025, industrial output is expected to rise 5.9% year-on-year, telecommunications and software revenue by roughly 9–12%, and digital industries by about 9%.

Tang Wenkan of the Shanghai Municipal Commission of Economy and Informatization highlighted Shanghai’s focus on breakthroughs across the integrated circuit chain, biopharmaceuticals, medical devices, AI initiatives, and developing world-class industrial clusters.

The city will nurture six emerging pillar industries, including high-end equipment and intelligent connected new energy vehicles, while fostering a favorable ecosystem to attract enterprises.

Zheng Yongnian, director at the School of Public Policy, CUHK Shenzhen, stressed the importance of maintaining a strong real economy, contrasting China’s approach with some Western countries overemphasizing services at manufacturing’s expense.

He noted that industrial upgrading involves either transitioning to higher-tech sectors or increasing the sophistication and value of existing industries.

In a related move, China established the Humanoid Robotics and Embodied Intelligence Standardization Technical Committee in Beijing, tasked with setting and revising industry standards for advanced robotics, signaling a major step in shaping the future of this high-tech field.
