The Council of Governors (COG), under the leadership of Chair Anne Waiguru, has declared its intention to remove any individuals in public service found to possess fraudulent educational certificates and to decrease county expenditure on salaries by 35 percent.
Waiguru, speaking at the conclusion of the Third National Wage Bill Conference at Bomas in Nairobi, outlined plans for a comprehensive review of staffing structures across devolved units to enhance efficiency in the public sector.

“We are committed to reviewing our staffing structures to ensure they meet our needs and to scrutinizing the educational credentials of County Government employees. On behalf of all Governors, we pledge to identify and remove any individuals with falsified certificates,” stated Waiguru.
She expressed confidence in reducing the county payroll from an average of 45 percent to 35 percent of revenue, citing strong commitment from leadership.

“On behalf of my colleagues, I want to assure the implementation of the main resolution of this conference, which is to reduce the wage bill by 35 percent by 2027. We are determined to achieve that,” Waiguru added.
She emphasized that both national and county governments must take intentional steps to reduce the wage bill to facilitate the implementation of development projects for national growth.
Highlighting the need for streamlined processes, Waiguru urged the adoption of innovative tools and technologies to enhance productivity in public service delivery.
“As County Governments, we are dedicated to implementing the resolutions from this conference, including measures to curb the rising wage bill,” she affirmed.

Waiguru further stressed the importance of swiftly transferring devolved functions and associated resources to enable counties to effectively fulfill their mandates.
“Our aim from this conference is a concrete reduction in the wage bill. With the support of the current administration, this is achievable. Let’s take advantage of this opportunity to showcase the vital role of the public service in delivering quality services,” concluded Waiguru.
