Previous attempts to regulate traffic in the CBD, led by both Sakaja and former Governor Mike Sonko, faced challenges, with Sonko lifting a matatu ban in 2018 due to public outcry and traffic disruptions.
Despite subsequent efforts by Sakaja in 2022, the court halted a directive targeting long-distance matatus, maintaining the current situation. The opening of the Nairobi Expressway in July 2022 has not significantly alleviated CBD traffic.
