SHA Appoints 82 Principal Officers to Boost Operations

The Social Health Authority (SHA) has named 82 new Principal Officers as part of efforts to strengthen its leadership, management, and operational capacity amid the ongoing rollout of the Social Health Insurance framework.

In a notice dated December 11, 2025, SHA said the appointments followed a competitive and transparent recruitment process that was launched on July 29, 2025.

The authority noted that the officers have been deployed across key functional areas that are essential to the effective delivery of health insurance services.

Legal Services received three Principal Officers, while Benefits Management was assigned two. Supply Chain Management and Planning and Linkages also each received two officers, reflecting a focus on efficiency, coordination, and strategic planning.

Within regulatory functions, two officers were appointed to Registration and Compliance at the national level, with an additional two deployed to Registration and Compliance for County Coordination.

Fund Management was among the most reinforced departments, gaining six Principal Officers tasked with overseeing resource mobilisation, allocation, and accountability. Finance and Accounts and Administration were each strengthened with two new officers.

Human Resource Management and Development also received two appointments, underlining SHA’s emphasis on building internal capacity and strengthening workforce development.

Customer service and systems support were enhanced through the appointment of one Customer Experience Principal Officer and one Information Communication Technology Principal Officer. Corporate Communication received one officer, while Provider Management was bolstered with two Principal Officers to support engagement with healthcare providers.

To enhance oversight and risk management, SHA appointed three Principal Officers under Internal Audit, alongside one officer for Records Management and one Principal Office Administrator.

The largest group—26 officers—was appointed under the combined roles of Registration and Compliance and Principal Claims Management Officer for County Operations, signaling a strong focus on decentralised service delivery and county-level claims management.

These appointments follow earlier staffing decisions announced on October 9, 2025, when the SHA board named 16 deputy directors and nine Principal Claims Management Officers. Those appointments were also drawn from the July recruitment exercise and were described as a major step toward strengthening the authority’s leadership and management structures.

SHA is mandated to pool health funds, manage benefits, process claims, and ensure accountability within the healthcare financing system. According to the board, chaired by Abdi Mohamed, the ongoing restructuring demonstrates the authority’s readiness to deliver on the government’s universal health coverage agenda.

The board said the changes are intended to streamline internal processes, improve service delivery, and build stakeholder confidence through more efficient use of resources.

Further highlighting its expansion, SHA announced 212 job vacancies on October 28, targeting qualified, innovative, and results-oriented professionals across various departments. The vacancies included 54 Officer Administrators, 56 Drivers, 22 Claims Management Officers, 15 Customer Experience Officers, six Principal Claims Management Officers, and five Office Administrators.

Senior positions were also advertised, including one vacancy each for Assistant Director, Claims Management, and Assistant Director, Corporate Communication.

With the latest appointments, SHA says it is now better placed to implement reforms under the Social Health Insurance Act and translate policy into effective service delivery as Kenya advances toward universal health coverage.
