Public Health Principal Secretary Mary Muthoni has cautioned administrators of Level 2, Level 3, and sub-county hospitals against demanding payment from patients seeking outpatient care, in line with President William Ruto’s directive.

Speaking in Kirinyaga Central on Sunday, Muthoni said the Ministry will closely monitor facilities to ensure Kenyans receive outpatient services free of charge. She warned that health professionals who defy the order risk losing their licences.
She emphasised that Kenyans registered under the Social Health Insurance scheme should not pay for services at these facilities and will only incur costs if referred to Level 4 or Level 5 hospitals.
Muthoni urged more citizens to enrol in the SHA to access improved healthcare, noting that the government is implementing reforms to strengthen the health sector.

President Ruto on Sunday reiterated that Levels 1 to 3 hospitals, including sub-county facilities, must provide free outpatient services, with costs covered under Universal Health Coverage (UHC) by the national government.
He also cautioned Kiambu Governor Kimani Wamatangi over reports of some hospitals charging patients despite being funded through UHC.
