NCIC Clears MP Kaluma and Governor Otuoma Over Incitement Claims

The National Cohesion and Integration Commission (NCIC) has cleared Homa Bay Town MP Peter Kaluma and Busia Governor Paul Otuoma of allegations linked to incitement, finding no grounds to charge either leader.

According to the commission, Otuoma’s remarks did not target any specific community, while Kaluma’s statements were determined to relate to claims about goons being hired by certain individuals, rather than constituting incitement. Both leaders have been given 14 days to sign peace pledges.

Separately, the NCIC said nominated MP Joseph Wainaina Iraya admitted to an error in judgment over remarks he made in Uasin Gishu and has since asked for forgiveness.

Kaluma had been summoned by the commission after a viral video showed him allegedly instructing a political gathering to confront individuals opposed to President William Ruto’s re-election. According to statements quoted by the commission in August, Kaluma had declared that anyone advocating for a “one-term” presidency should be dealt with, including those who had previously aligned with the opposition — even in minor roles — and were now unwilling to support Ruto’s camp.

His remarks appeared aimed at the President’s political opponents, who have used the phrase “one term” to suggest that Ruto should not be re-elected for a second term.

The commission further quoted Kaluma as having said that hotels and guesthouses in the area would be inspected, instructing hotel owners in Homa Bay to disclose their guest lists so that individuals deemed problematic — and potentially the hotels themselves — could be dealt with. He reportedly also claimed to have funded fuel for movement across Homa Bay and Rodi, framing the area as an ODM stronghold while insisting that Ruto deserved a second term and that anyone pushing for a one-term presidency should face consequences.

Kaluma made these remarks ahead of an opposition rally organized by the Linda Mwananchi group, held in Homa Bay County on Sunday, August 16.
