The Kenya Bureau of Standards (KEBS) has implemented a mandatory document validation process for all used vehicle imports arriving in the country without a valid Certificate of Roadworthiness (CoR).

In a public notice to importers, KEBS said the new measure is designed to prevent the entry of vehicles with falsified or manipulated documents that misstate the vehicle’s age or origin.
According to the directive, importers must present key documents—such as logbooks, export certificates, or deregistration certificates from the vehicle’s last country of registration—to Quality Inspection Services Japan (QISJ) offices in Kenya for verification prior to destination inspection.
“Any used motor vehicle imported without a valid CoR must be accompanied by supporting documents, which must be submitted to a QISJ local office for validation,” KEBS stated.
Only vehicles with verified documentation will proceed to the inspection stage, ensuring compliance with Kenyan regulations on vehicle age and origin.

This initiative is part of KEBS’ broader enforcement of the KS 1515:2000 standard, which limits imported used vehicles to a maximum age of eight years from the date of first registration.
