Engineers Reject Jumwa’s Appointment as KRB Chair, Says She Unqualified

The Institution of Engineers of Kenya (IEK) has called for the annulment of Aisha Jumwa Katana’s appointment as chairperson of the Kenya Roads Board (KRB), arguing that she lacks the necessary professional qualifications and that the appointment process was improper.

Jumwa, a former Cabinet Secretary for Gender, was named by President William Ruto as the non-executive chairperson of KRB for a three-year term beginning January 17, 2025.

In a statement, IEK President Shammah Kiteme stressed the importance of having a chairperson with expertise in civil, structural, or transport engineering to properly oversee the board’s technical functions.

Kiteme contended that Jumwa’s appointment violates the Kenya Roads Board Act, which specifies that the chairperson must be chosen from members nominated by organizations listed in the Act’s First Schedule.

“To align KRB leadership with its legal framework and technical needs, appointments should prioritize individuals with the appropriate professional qualifications,” Kiteme said.

He also emphasized that an engineer is necessary for the role to meet the board’s technical responsibilities and to address road infrastructure challenges.

“The KRB plays a vital role in monitoring road conditions, advising on construction standards, and ensuring technical efficiency in projects. A leader with practical engineering experience is key to achieving these goals,” he noted.

The IEK’s call for the appointment to be reversed underscores the broader need for qualified technical leadership in infrastructure bodies to ensure the successful execution of projects.
