A Parliamentary performance scorecard released by Mzalendo has revealed that 19 Members of Parliament (MPs) did not contribute to any debates in the National Assembly during 2024.
Mzalendo, a non-partisan Kenyan organization that monitors parliamentary activities, aims to promote transparency and accountability within Parliaments across Kenya and Africa.
The scorecard highlights that Kapseret MP Oscar Sudi and Makadara MP George Aladwa are once again among those who failed to participate in parliamentary debates.
Of the 19 MPs listed, the United Democratic Alliance (UDA) had the highest number, with 10 MPs. The Orange Democratic Movement (ODM) followed with four MPs, while the Amani National Congress (ANC) had two, Wiper, DAP-K, and Jubilee each had one MP.
Other MPs on the list include Paul Abuoro (Rongo, ODM), Charles Gumini (Hamisi, ANC), Joseph Tonui (Kuresoi South, UDA), Mathia Nyamabe (Kuria West, UDA), Samuel Gachobe (Subukia, UDA), and Irene Njoki (Bahati, Jubilee Party).
Mzalendo pointed out that these MPs were notably silent in expressing public or constituent concerns and engaging in debates on critical local and national issues, which is a key responsibility of parliamentary representatives.
The rankings were determined based on the frequency of MPs’ speeches in Parliament, as recorded in the official Parliamentary record, the Hansard. Mzalendo’s word-scraper tool collects speech data from the Hansard entries, and the results are manually verified to ensure accuracy.
The rankings are based solely on plenary sessions, which are publicly accessible. Information from committee proceedings, which is not as readily available, was not included in the scorecard.
The Parliamentary Scorecard, first published in 2014, ranks MPs based on their performance in Parliament, focusing exclusively on their contributions during plenary sessions and excluding activities outside of Parliament.
