“Following notification from His Excellency President William Samoei Ruto, a special sitting of both Houses of Parliament has been scheduled for Thursday, November 20, 2025, at 2:30 p.m. for purposes of the President’s address,” the notice read.

The joint session has been convened in accordance with Standing Orders 22(2) of the National Assembly and 25(2) of the Senate, which guide the procedure for summoning such sittings.

The annual address, mandated under Article 132(1) of the Constitution, allows the Head of State to outline government priorities, assess policy implementation, and report on progress made toward national values and international obligations.

By law, the President must report annually on the measures taken to realize the national values outlined in Article 10 and present a report to the National Assembly on the fulfillment of Kenya’s global commitments.

President Ruto last addressed Parliament on November 24, 2024, amid political tension following the impeachment of former Deputy President Rigathi Gachagua.

This year’s speech comes at a time of regional and domestic challenges, including the detention of Kenyan activists in neighboring countries and the recent death of former Prime Minister Raila Odinga — a loss that continues to shape national discourse.

Ruto is expected to use the address to highlight his administration’s achievements as it marks three years in power and to unveil key strategies on national security, unity, and economic transformation.

The State of the Nation Address remains one of the most significant events in Kenya’s political calendar, attracting lawmakers, diplomats, and citizens as the President sets the agenda for the coming year.
