Former Chief Justice David Maraga is urging President William Ruto to immediately remove Jubaland forces from Mandera County, stating their presence is a severe violation of Kenya’s sovereignty.

Maraga noted that reports of the foreign forces operating within Kenyan borders raise “profound constitutional, legal, and security concerns.”
According to Maraga, a sovereign nation’s borders are “inviolable,” and protecting Kenya’s territorial integrity is a fundamental duty of the President. He warned that allowing foreign troops to operate on Kenyan soil sets a “dangerous precedent” that could undermine national security and public confidence.
Maraga’s plea adds to a growing chorus of voices demanding government action. Former Deputy President Rigathi Gachagua has also condemned the occupation of farmlands and schools by the forces, calling on the Kenya Defence Forces (KDF) to intervene.
Additionally, Mandera Governor Mohamed Khalif reported that Jubaland troops have turned a local primary school into a military training camp, forcing its closure.
Despite the public outcry, the national government and security agencies have yet to comment on the situation.
