Former Cabinet Minister and long-serving politician Dalmas Otieno has died at the age of 80, his family and political leaders confirmed.

President William Ruto paid tribute to him as a visionary and industrious statesman who served Kenya with integrity and distinction.
“He was sharp, progressive, and industrious; a leader whose ideas will continue to inspire generations. May God comfort his family, friends, and the people of Rongo during this difficult time,” the President said.
ODM leader Raila Odinga also eulogized Otieno, describing him as a devoted public servant who believed in effective service delivery as a pillar of good governance.
“We extend our condolences to his family, friends, and the people of Rongo and Migori County,” Raila said in a statement.
National Assembly Speaker Moses Wetang’ula remembered Otieno as a calm and principled leader whose intellect and ability to unite people made him a respected voice of reason. He noted that Kenya had lost “a true son dedicated to public service, whose legacy will inspire generations.”
Otieno began his political journey in 1988 when he was first elected as MP for Rongo. He later recaptured the seat in 2007 and 2013. Over the years, he served in key ministerial roles including Industrialisation, Labour and Human Resource Development, Transport, and later as Minister of State for Public Service under President Mwai Kibaki.

Beyond politics, Otieno had a strong background in finance and economics, having studied Applied Economics at Makerere University.
Family and relatives gathered at his home on Sunday evening to mourn the veteran politician’s passing.
