Ruto Makes Cabinet Shake-up: Duale Shifts to Health, Barasa to Environment

President William Ruto has appointed Aden Duale as the new Cabinet Secretary for Health following recent changes to the Cabinet.

This appointment comes just months after Duale took on the role of Cabinet Secretary for Environment, Climate Change, and Forestry.

In a related shift, Deborah Barasa will take over the Environment, Climate Change, and Forestry portfolio from Duale.

A statement from the Head of Public Service, Felix Koskei, announced that President Ruto had made several reassignments within the Cabinet, in line with Article 152(5)(a) of the Constitution. As a result, Aden Duale will now lead the Health Ministry, while Deborah Barasa will head the Environment, Climate Change, and Forestry Ministry.

Before becoming the Environment CS, Duale had served as Cabinet Secretary for Defence from October 31, 2022, until he was dismissed on July 11, 2024. He was later reinstated in a different role on July 19, 2024, as the Cabinet Secretary for Environment, Climate Change, and Forestry.

**Background and Past Roles**

Duale previously served as the Member of Parliament for Garissa Township Constituency. He was also the Majority Leader in the National Assembly during the 11th Parliament (2013–2017) and the 12th Parliament (2017–2020).

Duale first entered Parliament in 2007 under the Orange Democratic Movement (ODM) but switched parties in 2009 to join William Ruto in forming the United Republican Party. He has represented the Dujis Constituency in Kenya’s National Assembly since 2007.

In addition to his parliamentary roles, Duale served as an assistant minister in the Ministry of Livestock Development between 2008 and 2013. In the 11th Parliament, he was a member of the House Business and House Broadcasting Committees, and in the 12th Parliament, he was part of the House Business Committee.
