Starting May 1, 2025, Kenyan users of OpenAI’s services, including the popular ChatGPT platform, will see a 16% Value Added Tax (VAT) added to their subscription invoices.

This move aligns with the Kenyan government’s taxation policy and is in compliance with Regulation 3 of the VAT Electronic Tax Invoice Management System (EIDMS) Regulations.
OpenAI recently sent notifications to its Kenyan user base informing them of the upcoming change. The 16% VAT will apply to all subscription plans, including ChatGPT Plus and other paid services offered by the company.
This development means Kenyan customers who subscribe to OpenAI’s services will now have to pay more starting next month. For instance, a $20 ChatGPT Plus subscription will now cost approximately $23.20 when VAT is included.
Tax Compliance and KRA PINs
OpenAI has urged Kenyan users to update their tax information in their account settings. Users with a valid Kenya Revenue Authority (KRA) Personal Identification Number (PIN) are advised to ensure it is added to their profile for proper invoicing and tax compliance.
VAT Exemption Requests
The company has also provided an avenue for users who believe they qualify for VAT exemption. Eligible users—such as certain non-profit organizations or government entities—can submit a valid tax exemption certificate through OpenAI’s Help Center. The certificate must be current and issued by the relevant authority.
Global Trend in Digital Taxation
Kenya’s move to tax digital services is part of a broader global trend where governments are seeking to generate revenue from multinational tech companies operating in their jurisdictions. Companies like Google, Meta, Netflix, and now OpenAI have had to comply with local tax laws to continue offering their services without regulatory hurdles.
The new VAT charge may have implications for the affordability of AI tools among Kenyan creatives, researchers, and businesses who increasingly rely on platforms like ChatGPT for content creation, data analysis, and programming assistance.
