A tense situation unfolded in Parliament on Tuesday when Mumias East MP Peter Salasya was accused of recording the House proceedings on his phone, violating parliamentary rules.

National Assembly Majority Leader Kimani Ichung’wa raised the issue, claiming Salasya filmed himself during the session while making inappropriate comments, which went against parliamentary regulations.
Ichung’wa demanded that Salasya acknowledge his actions and apologize.
Ichung’wa stated, “Regarding the decorum of the House, I saw Salasya livestreaming the proceedings and recording himself from the back seat. The House and the Parliamentary Service Commission provide live TV coverage, and we cannot degrade this institution with such behavior. He made inappropriate remarks on live media, and we request that you ask him to delete those videos and apologize to the House.”
This sparked a heated exchange between Speaker Moses Wetang’ula and Salasya, who strongly denied the allegations.
“Are you livestreaming the proceedings and making inappropriate comments?” Wetang’ula asked.
Salasya responded, “Most of the time, I have been sitting here without being given any time.”
Unsatisfied with the answer, the Speaker pressed, “Is what is being said true?”
“I don’t know what he’s talking about because I don’t manage my social media accounts. What I wanted was to contribute my points,” Salasya replied.
A visibly frustrated Wetang’ula urged Salasya to be honest, warning that Parliament could access his phone records or refer his case to the disciplinary committee.
“Be honest, my young man! If you’re not, Parliament can request your phone logs to see what you’ve been doing. If you say it’s true, the Speaker will take other actions. If not, you may find yourself before the Powers and Privileges Committee with consequences. Dishonesty is not a virtue,” the Speaker warned.
Salasya, unfazed, responded, “I don’t know what he’s saying, but maybe I’ll go and check what he’s talking about.”
After the exchange, the Speaker instructed the Clerk to obtain Salasya’s phone for verification.
Meanwhile, during the proceedings, Salasya went live on his Instagram, mocking the debate about the rightful Majority and Minority in Parliament. In the video, he said, “Things are getting heated here, no jokes. We want to show Ichung’wa I’m sitting in the corner shouting, I’m just here to make noise. Today Ichung’wa is going there, he’s been bothering us a lot, let him go, stay there Ichung’wa.”
