The Independent Electoral and Boundaries Commission (IEBC) has announced that only 20,754 Kenyans have registered as new voters so far in the ongoing Continuous Voter Registration (CVR) exercise, far below its national target of 6.3 million.
In a week-two update released on Friday, the commission reported that by October 8, 2025, it had also processed 3,207 voter transfers and 61 record updates at its constituency offices across the country.

According to the report, Nairobi County recorded the highest number of new voter registrations at 4,804, followed by Mombasa with 1,379, while Nyamira registered the lowest turnout with just 18 new voters.
The commission expressed concern over the low participation rate among the youth and urged more eligible Kenyans to register ahead of the 2027 General Election.
“While we appreciate the progress made, youth turnout remains below expectations. With a target of 6.3 million new voters, we call on all eligible Kenyans—especially young people—to seize this opportunity to register and make their voices heard,” said IEBC Chairperson Erastus Edung Ethekon.
Ethekon thanked citizens who have already registered, updated their details, or transferred their voter records, noting that such actions are essential in building free, fair, and credible elections.
Besides Nairobi and Mombasa, other top-performing counties include Kiambu (1,203), Machakos (923), and Nakuru (840). On the lower end, Lamu (36), Tana River (42), and Turkana (148) recorded minimal numbers during the first two weeks of registration.
“Your vote starts with registration. Your voice matters. Your future depends on it,” Ethekon emphasized, urging Kenyans to visit their nearest constituency offices to register.
The IEBC is currently conducting voter registration in all 290 constituency offices, except in 24 electoral areas where by-elections are set for November 27, 2025.
Ethekon reiterated that the commission is committed to ensuring every eligible Kenyan has the opportunity to register before the 2027 polls.
