Babu Owino Pushes for Law to Clear Criminal Records for Ex-Convicts

Embakasi East MP Hon. Dr. Babu Owino has taken a bold step in advocating for the rights of ex-convicts in Kenya, seeking to give them a fair chance at rebuilding their lives after serving their sentences.

On Thursday, Babu appeared before the National Assembly’s Justice and Legal Affairs Committee to push for amendments to the Criminal Procedure Code through the Criminal Procedures Code (Amendment) Bill.

The proposed changes aim to clear the criminal records of rehabilitated ex-offenders, particularly the youth, to improve their chances of securing employment.

“Today, I appeared before the Justice and Legal Affairs Parliamentary Committee to amend the Criminal Procedure Code to allow the youth and Kenyans who have served sentences get jobs without the burden of a criminal record,” Babu wrote on his Facebook page.

The MP argued that the current system locks out thousands of reformed individuals from job opportunities, perpetuating a cycle of poverty and crime. His proposal seeks to balance justice with rehabilitation, encouraging reintegration into society.

If adopted, the amendment could mark a significant shift in Kenya’s justice system, offering a second chance to those who have served their time and proven their commitment to change.
