Kitui County has emerged as the county with the highest number of unauthorized commercial bank accounts, according to the latest report by the Controller of Budget.
The March 2026 report reveals that Kitui is operating 493 illegal commercial bank accounts, the highest among all county governments. Nakuru follows with 311 accounts, while Kirinyaga ranks third with 305.
Other counties appearing on the list include Homa Bay with 274 accounts, Makueni (254), Kericho (242), Kwale (240), Embu (239), Siaya (228) and Machakos (225).

The Controller of Budget report raises fresh concerns over persistent violations of public finance management regulations by county governments. Under the law, counties are required to operate bank accounts in line with approved financial management procedures to promote transparency, accountability and proper oversight of public funds.
The continued existence of unauthorized commercial bank accounts points to ongoing challenges in financial governance at the county level and is likely to attract increased scrutiny from oversight agencies.
