The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli as its Acting Chief Executive Officer and Commission Secretary with immediate effect.
In a statement released in Nairobi on February 5, 2026, the Commission said the appointment follows recent changes in the leadership of its secretariat after the departure of former CEO Marjan Hussein Marjan.

Sunkuli, who currently serves as the IEBC Director of Electoral Operations, was selected due to his extensive experience and deep institutional knowledge. IEBC Chairperson Erastus Edung Ethekon said his long-standing role within the Commission places him at the core of its operational framework.
The Commission noted that the appointment is temporary, with Sunkuli set to serve in an acting capacity for up to six months or until a substantive Chief Executive Officer and Commission Secretary is recruited and appointed. IEBC added that the process to fill the position permanently has already begun.

The electoral body said it is committed to fast-tracking the recruitment process to ensure a smooth transition, while maintaining uninterrupted service delivery and upholding high standards of performance.
The leadership change comes at a time when the IEBC remains under close public scrutiny as Kenya prepares for the 2027 General Election, with expectations of transparency and efficiency running high.
Marjan exited the Commission on February 3 before the end of his term following a mutual agreement with the IEBC. In a farewell message, he expressed appreciation for the opportunity to serve, noting that he first joined the institution as Deputy Commission Secretary and CEO in April 2015 before rising to the top position.

He praised the IEBC staff for their professionalism, particularly during the 2022 General Election, crediting them for ensuring continuity and institutional stability during a transition period.
Marjan urged employees to uphold the rule of law, maintain integrity, and remain committed to safeguarding the democratic rights of Kenyans. He thanked commissioners, senior management and staff for their support, describing his tenure at the IEBC as the highlight of his professional career.
Having joined the Commission in March 2022 as CEO, Marjan served during a challenging period when the IEBC operated without a fully constituted team of commissioners.
In acknowledging his departure, the Commission described Marjan as a dedicated public servant who provided steady and professional leadership during a critical phase, particularly in guiding the Secretariat during the absence of commissioners.
