President William Ruto has appointed retired Lieutenant General Adan Mulata, founder of the Peace Prospect Institute-Africa (PPI-Africa), as the new non-executive chairperson of the National Youth Service (NYS).

The appointment, announced in a Gazette Notice dated May 23, 2025, is for a three-year term. Mulata succeeds Lieutenant General Njuki Mwaniki.
PPI-Africa is a Nairobi-based think tank focused on influencing policy in areas such as security, defense, governance, and regional stability across Africa.
In other changes, Ruto revoked the appointment of Joseph Kimani Machiri to the State Corporations Advisory Committee, replacing him with John Mwangi Karondo for a similar three-year term.
Several Cabinet Secretaries also made key appointments across various state agencies:
- Interior CS Kipchumba Murkomen appointed Meldah Adung as an analyst under the Narcotic Drugs and Psychotropic Substances Act.
- Defence CS Soipan Tuya named Simon Mwacha to the board of Kenya Shipyards Limited.
- Agriculture CS Mutahi Kagwe made multiple appointments:
- To the Agricultural Finance Corporation (AFC): Kenneth Ndung’u Mburu, Joshua Koskei, Joyce Kioko, Bernard Wakhungu (three-year terms).
- Reappointed Hassan Mohamed Haji to the AFC board.
- To Nyayo Tea Zones: Malika Omar, Geoffrey Wachira Mahinda, Manyone Matunke David, and Patrice Chumba.
- To Pyrethrum Processing Company: Paul Munyiri Kaguamba and Milton Luchiri.
- Appointed Judy Ngene to the board of Kenya Agricultural and Livestock Research Organisation (KALRO).
- Reappointed Mohamed Noor to the Pest Control Products Board and Silas Kilingo to the Kenya Plant Health Inspectorate Service Board.
- Edward Musebe was reappointed to the Commodities Fund Board of Trustees.
- Education CS Julius Ogamba appointed Adan Hassan to the council of North Eastern National Polytechnic.
- Blue Economy CS Hassan Joho named Ruth Mumo Mulwa to the Geologists Registration Board.
- Energy CS Opiyo Wandayi appointed Christopher Odhiambo Karani to the board of Kenya Pipeline Company Limited and Charles Owino to the Rural Electrification and Renewable Energy Corporation.
