Speaking on the influence of social media on public perception, Mwaura emphasized the need for stronger legal tools to regulate the digital space.

“The digital space has become so vast that official communication struggles to keep up,” he said, likening it to “watering the ocean with a kitchen garden pipe.”

He pointed to the backlash over the Finance Bill as an example of how misinformation can quickly spiral, calling it not just a communications challenge, but a threat to cybersecurity.

Mwaura accused certain groups of using platforms like TikTok to promote anti-government sentiment, glorify coups, and undermine public trust in democratic systems.

He stressed that while the government remains committed to upholding free speech, that freedom must come with responsibility and consideration for national security.

Drawing comparisons to the Arab Spring and the Cambridge Analytica saga, Mwaura warned that unchecked misinformation could lead to social unrest and the erosion of democratic institutions.

He also defended the Finance Bill, calling it “pro-people,” with goals of enhancing service delivery, job creation, and reducing corruption.
