President Ruto Appoints Makau Mutua to Senior Role at State House

President William Ruto has named Prof Makau Mutua as the Senior Adviser on Constitutional Affairs in the Executive Office of the President.

In a statement shared on X, the President praised Prof Mutua as a distinguished legal scholar with deep expertise in constitutional law and human rights.

“I have appointed Prof Makau Mutua as the Senior Advisor on Constitutional Affairs in the Executive Office of the President. He brings extensive experience in constitutional, legal, and human rights issues,” Ruto said.

Prof Mutua, who previously served as the spokesperson for the Azimio la Umoja coalition, becomes the latest high-profile figure from the opposition to join the government following the March 2025 agreement between President Ruto and Raila Odinga to form an inclusive government.

The appointment has sparked dissent within segments of the ODM party, with some members rejecting the unity pact and vowing to take an independent political path ahead of the 2027 general election.

Prof Mutua’s new role follows closely on the heels of another appointment—Jaoko Oburu Odinga, son of Siaya Senator Oburu Odinga, who was recently named Special Advisor for Economic Empowerment and Sustainable Livelihoods.

A dual Kenyan-American citizen, Mutua is a respected academic who previously served as dean at SUNY Buffalo School of Law. He currently lectures on international human rights, global business law, and international legal systems.

A long-time ally of Odinga, Prof Mutua was the official spokesperson for his 2022 presidential campaign. He also served as Vice President of the American Society of International Law and chaired the 2003 Task Force on the Truth, Justice and Reconciliation Commission in Kenya.
