Nairobi County to Idle Landowners: Develop Your Plots or Lose Them

The Nairobi City County Government has issued a tough directive to owners of idle or unpaid-for plots—either develop the land or risk repossession.

In a notice released Monday, the county stated that individuals who were allocated land under site and service schemes, regularized informal settlements, or urban infill projects must clear all outstanding payments and begin construction within 60 days.

Failure to comply will result in the plots being repossessed and reallocated without further warning.

“These plots were never meant for land speculation,” the notice emphasized. “They were allocated to support urban development and housing needs, and beneficiaries are required to pay the necessary fees and start construction within 24 months.”

The county expressed concern that many plot owners have failed to meet these obligations, undermining the original intent of the land allocations.

Additionally, those with leases or certificates of lease whose plots do not appear in the Nairobi Valuation Roll are advised to visit the nearest valuation offices for assistance.

Designated locations include:

  • Embakasi East (Embakasi Social Hall)
  • Embakasi Central (Spine Road near Kayole I stage)
  • Embakasi West (Umoja I)
  • Kasarani (Ruai Customer Care Centre)
  • Embakasi North (Dandora Phase 1)

As part of broader land management reforms, the county announced that starting January 1, 2026, billing will shift from using plot numbers to land parcel numbers for greater accuracy and efficiency.

County officials will be visiting developed properties to label these parcel numbers on gates or doors, and residents are encouraged to cooperate.

The county government says these measures are meant to enhance transparency, enforce land use regulations, and address growing urban challenges such as housing shortages and infrastructure demands.
