US Threatens To Impose Sanctions on Rwanda and Congo

The United States has warned of the potential for sanctions against Rwandan and Congolese officials ahead of a summit intended to address the conflict in eastern Congo, according to a diplomatic cable seen by Reuters on Friday.

Congo and Rwanda have been blaming each other for the renewed conflict in eastern Congo, where Rwanda-backed M23 rebels have captured the provincial capital Goma and are advancing into other areas.

A diplomatic mission sent Friday by the United States to Kenya, which chairs the East African Community and has been a mediator in the conflict, said stability in the region would require the Rwandan army to “withdraw its forces and weapons” from Congo.

“As we make these demands on both sides, we will consider imposing sanctions on non-parties, including military and government officials in both governments,” the statement said.
