Embakasi East Member of Parliament, Babu Owino, has called for the impeachment of Energy Cabinet Secretary Davis Chirchir due to his failure to comply with a Senate summon regarding the tragic gas explosion in Embakasi.
In an address to the Senate Energy Committee chaired by Wahome Wamatinga on Wednesday, Babu Owino criticized the Energy CS, asserting that his refusal to cooperate warrants impeachment.
“The actions of the CS for energy, Mr. David Chirchir, have demonstrated unreliability as a witness and justify impeachment. When a witness proves to be unreliable, impeachment is necessary,” stated the MP.
Babu attributed negligence to Chirchir for the explosion, emphasizing that the CS should have initiated an investigation when the gas plant resumed operations despite being denied licenses by the Energy and Petroleum Regulatory Authority (EPRA).
“The CS bears criminal responsibility because despite not issuing licenses, he neglected his duty of care towards Kenyans. He failed to take action and inquire why the company, lacking proper licenses, continued operations. Moreover, he is legally accountable under the law of Tort,” added the MP.
Furthermore, Babu criticized Chirchir’s absence during the explosion, which resulted in the severe injuries of at least 10 individuals and left over 300 with serious burns.
“It is deeply disappointing that the CS would leave the country in such a state and travel abroad under the pretext of serving Kenyan interests while Kenyan lives are lost and others are in critical condition,” remarked the Embakasi East MP.
Chirchir’s defiance of the Senate summon occurred after the Senate Energy Committee requested his presence to provide insights into the explosion.
The explosion, which occurred in Mradi village in Embakasi on February 2, has raised serious concerns and calls for accountability.
